US authorities are pushing Ukraine to build NuScale modular reactors. The United States Trade and Development Agency (USTDA) announced that it will support the Ukrainian authorities in assessing the construction and operation of NuScale small reactors for the future export of American technology to developing countries. This will increase the number of eligible jobs in the United States, which is what USTDA does by its business.
The grant will be provided to the Ukrainian Science and Technology Center ( STCU ). With the allocated money, STCU "will compare the NuScale project with the standards of the International Atomic Energy Agency, Ukrainian regulations and regulatory guidelines . " In particular, NuScale stated the following: "The analysis will also identify gaps that may hinder the deployment of NuScale MMPs in Ukraine, and will offer recommendations to address the gaps, including changes in legislation, if necessary."
The NuScale 50MW version of the reactor power module already has a standard US Nuclear Regulatory Commission approval, but the company is about to reapply for the 77MW version. The company offers to deploy modules in the number of four, six and twelve pieces, or in other configurations at the request of customers. The National Atomic Company of Ukraine Energoatom signed a memorandum of understanding with NuScale in September this year to explore the possibility of introducing small modular reactors in the country.
Also funded by the US Department of Energy (DOE) , an independent review of the NuScale Power module safety analysis report was launched. The technical advisory body at the nuclear regulator of Ukraine began to conduct the examination. The analysis will be completed in 2022, after which it will become available to any utilities in Ukraine to decide on the construction of NuScale MM reactors in the country and, above all, to replace fossil fuel power plants.
Judging by the transition to the phase of active financing of work on the approval of certificates and technical approvals, the matter is rapidly moving towards obtaining all permits for the launch of the construction of a new class of nuclear facilities in Ukraine. We add that NuScale reactors have also expressed a desire to build in Poland, Romania and Bulgaria. In this queue, Ukraine has advanced the farthest and promises to become a testing ground in Europe for the priority deployment of small modular reactors.
