We're talking about a high-end processor. It has 14 cores with 28 threads. The frequency is 4GHz, L3 cache of 19.25MB, TDP of 255W (a bully!) And no warranty. Incidentally, we have to take into account that the processor was only available at auction and there are no official prices for now.
Apparently, this processor is an upgrade to the i9-9940X which still has a TDP of 165W. Well away from the 255W of this. That way, if we take into account that Intel measures TDP at the base frequency and not with the processor in boost, we are certainly apprehensive.
In fact, the i9-9990XE can reach 5.1GHz or, with all the cores running, at 5GHz. As tested by Puget Systems, the processor delivers phenomenal results.

So, in the gallery below we share the performance of the processor in the benchmarks. In fact, it reigned in almost all the tests, highlighting the Lightroom CC 2019. Only in Photoshop CC 2019 was in second place, being exceeded by the i9-9900k.
So, looking at these tests and given the possible price of this processor, we were a little bit behind. In addition, the Core i9-9900K ends up losing very little (and even winning in Photoshop), making it a viable option already on the market.
In short, since it is a processor with no official price data, it is not something that can still be counseled. Still, it stands out in terms of performance, but also the idea that there are better and more spared options.
