Most likely the content manager in question was on Chinese territory at the time of the event. I recall that in China Internet connections are extremely controlled, and to access social networks like Facebook / Twitter, users are required to use a VPN.
Finally, Huawei most likely was not the first manufacturer to take such measures. It ended, however, for being the first to make these measures public. Of course, after so many times with Samsung, the brand has also been forced to give a few 'ears'.
